Mrs Juliet Vickers
BOT Chair
My name is Juliet Vickers, and I have had the privilege of serving as the Presiding Member of the New Plymouth Boys’ High School Board for a number of years. My connection to the school is both professional and deeply personal. After farming in Central Taranaki and Lower Northland, my husband and I decided to move back home to Taranaki, motivated by the lifestyle and the excellent education available for our sons.
My long-standing tenure on the board has given me a real understanding of how New Plymouth Boys’ High operates and a strong grasp of effective school governance. This insight is backed by my experience as a mother: with five sons who have attended or are currently at the school, I have a unique perspective on our strengths and where we can go in the future.
Professionally, my career has always been in education, and I am currently the Principal of a large full primary school. This mix of roles—parent, board member, and educator—helps me understand the evolving needs of our young men and the wider educational landscape. My academic background, including a Bachelor of Education and a Master’s in Contemporary Education, further supports my commitment to keeping our school’s practices effective and forward-thinking.
Ultimately, my priority is the success of every young man at New Plymouth Boys’ High School. I want to ensure they leave us with the skills and confidence to pursue whatever future they envision for themselves.

Married to Colleen, father of three living in New Plymouth since 2001.
Originally from Ireland, my career in New Plymouth started at The Devon Hotel before spending 10 years teaching at Pacific International Hotel Management School (PIHMS). I Joined TSB in 2014 and have been the Lending Support Team Manager since 2016.
I have been an active member of the Taranaki Rugby Referees Association and currently serve on the Executive Committee as President. As a family we love being involved together with the New Plymouth Operatic Society.
I joined the NPBHS board in 2019 to grow my own understanding of School Governance and also to take up the opportunity to serve a school that has served out town so well since 1882. I believe good governance in our school involves best practice in stewardship and setting strategic goals that are attainable and attractive for the senior leaders of the school.

I’m Rebecca McCullough, and I have been a parent representative on the NPBHS Board of Trustees since 2022 - I am also the current chair of the NPBHS BOT Finance Committee.
Prior to this, I served on the BOT at Woodleigh Primary School for several years and have been involved in various committees, in a range of roles. I am a Chartered Accountant with over 20 years of experience and currently work for Unlimit Limited. I enjoy my time on the Board and feel that my strong background in Accounting provides a useful skill set.
Outside of work, I live with my husband John, and children, Tyler and Dillon – Tyler has recently completed his final year at NPBHS. We are a very sport-orientated family – between the four of us, our days are generally jam packed with indoor netball, hockey, football, cricket, and dance.
I am passionate about the environment that our children are growing up in - particularly in relation to education and sport, which are often intertwined. I believe that NPBHS’s values and achievements in this area are particularly strong, and consider it a privilege to be a part of this going forward.

This is my first term on the Board, and I am excited and grateful for the opportunity to contribute to the New Plymouth Boys’ High School community. I am married to Stephen, and we have two boys currently attending the school, giving me a genuine and personal investment in seeing all students succeed.
I work at Oranga Tamariki as the National Manager, Youth Justice, and my career has strengthened my commitment to supporting young people to reach their full potential. I bring strong leadership and a strong community focus to my work on the Board, and I place high value on open and transparent communication.
Community engagement is especially important to me. I believe schools are strongest when whānau, students, staff, and the wider community are connected and working together, and when the perspectives of students and their families help inform the Board’s decisions.
Above all, I am passionate about contributing to an environment that develops capable, thoughtful young men who are confident in themselves and prepared for their future pathways.

It is a privilege to be part of the board of a school that plays such an important role in my family’s life. I care deeply about this community and am committed to supporting the school through positive, values-driven governance that benefits both students and families.
I bring a strong background in education and governance, with more than a decade of experience as a school trustee across both primary and secondary settings. Prior to joining the NPBHS Board, I served for three years as a trustee at NPGHS, where I was Deputy Presiding Member and contributed to personnel, behaviour, and policy work. Before that, I spent nine years as a trustee at Vogeltown School, supporting significant property developments, earthquake strengthening, health and safety, policy review, and senior staff appointments.
Professionally, I have worked in tertiary education throughout my career. I am currently the Head of Teaching and Learning at English Language Partners New Zealand, a national not-for-profit organisation providing English language and settlement support to former refugees and migrants. Previously, I spent 13 years at WITT, including eight years as Academic Director, with responsibility for academic quality and programme development.
With my son a student at NPBHS, my husband a staff member, and long-standing family connections to the school, I am passionate about supporting strong governance, clear communication, and positive outcomes for our young men. I value diversity, biculturalism, and transparency, and I am committed to representing families and supporting the continued growth and success of the school.

As a fellow parent, I know how important it is to feel confident in the establishment and people helping guide our boys through their school years. As a father of two, I’ve previously served three Board terms at Vogeltown School across a variety of roles including Chair. It continues to be a real privilege to be closely involved in school life and decision making.
Day to day, I work as a Commercial Property Finance Manager at Taranaki’s very own TSB, helping people and businesses grow and make the most of their opportunities. Before that, I held roles in agricultural supply, tourism and aviation, which has given me a broad mix of practical and leadership experience.
I’m down-to-earth, values driven, solutions focused and comfortable with the numbers, but most importantly, I care that all our children have every chance to succeed. As a parent representative, I’m proud to have the opportunity to support New Plymouth Boys’ High School, playing my part in helping our sons become confident, capable young men.

All of New Zealand’s state and state-integrated schools have a board of trustees. The board of trustees is the Crown entity responsible for the governance of the school. The board is the employer of all staff in the school and is responsible for setting the school’s strategic direction in consultation with parents, staff, and students, and for ensuring that its school provides a safe environment and quality education for all of its students. Boards are also responsible for overseeing the management of personnel, curriculum, property, finance, and administration.

NZSTA has developed “A Parent’s Guide to the Role of the Board of Trustees”, to provide information and advice for parents and caregivers on what they can expect from the board of trustees.
